The supply-chain management practices that existed before the pandemic left the system vulnerable to a set of shocks that had previously been discounted or not fully considered. Firms had scoured the globe to find the cheapest and most flexible suppliers. This approach worked exceedingly well — as long as transactions across borders were reliable and efficient. But a succession of shocks in recent years — former President Trump’s trade war, the pandemic, surging commodity prices, and now the Russia-Ukraine conflict — have increasingly undercut several of these preconditions.
